I have read this sentence as a conclusion of a comment and I am astonished at the unusual syntax and wondering if it is correct respectively good, idiomatic English.

tiorthan hat schon Recht, wenn der Satz tatsächlich genau so irgendwo stand, ist da etwas schief gelaufen. Ich könnte es mir aber so vorstellen:

Taking into consideration all the aspects we have discussed we feel this...

Schlussbemerkung
Alle Aspekte, die wir diskutiert haben, in Betracht ziehend, halten wir es...

Könnte es so gewesen sein?

EDIT, ja guck mal an, da habe ich Deine Quelle ergoogelt und siehe da: "Taking" ist tatsächlich groß geschrieben. Dass das "Conclusion" in derselben Zeile davor steht, ist einfach eine kleine Schludrigkeit vom Tippenden. Aber damit ist die Frage doch geklärt, nöch?!
