is there any rule when one has to add "to be" after a verb and when not?

For instance:
"By some it is considered to be daub" or "By some it is considered daub"
"By other ones it is said to be art" or "By other ones it is said art"
Which one is correct or are both sentences correct?

Es gibt einen gewissen inhaltlichen Unterschied bei Deinen ersten beiden Beispielen:

"By some it is considered to be daub" = consider to be, consider sb/sth to be = "form an opinion", "judge"

or

"By some it is considered daub" = "regarded as", "thought to be"

Eine hilfreiche Seite für solche Fragen:

"By others it is said to be art" = "to be said to be" = "gelten als" (stehender Ausdruck)

or

"By others it is said art." Diese Konstruktion ist falsch, Du müsstest sagen:
"By others it is called art."

Deine Frage ist demnach nicht einfach mit ja oder nein zu beantworten: es gelten Regeln für jedes einzelne Verb und die muss man nach und nach lernen. Allerdings nicht alle als Regeln, sondern mit wachsendem Sprachgefühl (Lesen! Hören! Sprechen!) übt sich das ein!!!

nun, es ist stilistisch nicht schön, wenn ich jetzt auch nicht beschwören kann, dass es absolut falsch ist.
Lass es mich noch einmal erklären:

"one/ones" nimmst Du im Englischen als substitute word, wenn Du die Wiederholung eines Substantivs vermeiden willst.

"I have three balls, two red balls and one green ball." -> dieser Satz ist mit den vielen Wiederholungen nicht schön, deshalb kannst Du sagen:
"I have three balls, two red ones and a green one."

Anstelle von "the other ones" gibt es aber ein feststehendes Wort, nämlich "the others".

nun, es ist stilistisch nicht schön, wenn ich jetzt auch nicht beschwören kann, dass es absolut falsch ist.

Bei Personen empfinde ich es als falsch und wenn es beabsichtig benutzt wird als Herabsetzung.

Bei Gegenständen ist das schon etwas anderes, vorausgesetzt sie lassen sich klar in "ones" aufteilen.
