Hi andy,

no, these words don't have the same meaning. Both describe a way people have in dealing with other people, but "honest" means that you tell no lies, that you express your real feelings and don't talk differently behind people's backs.
"Frank" on the other hand means that you don't mind telling people about your life, your feelings, your problems. That you like questions and don't try to evade answering them. In German we have the saying "offen und ehrlich". That would be something like this in English:
