It is a term and stands for "not in education, employment or training"
Mostly this word will use to refer people between the ages of 16 and 24 who left school or university. This people will stand neither in job or training.
This term was firstly used in Britain and then he spread to other countries.

since Delfino has corrected your sentences I thought a little explanation concerning grammar wouldn't come amiss. I can see that you are really trying very hard to improve your English and so I think you might want to know a little about the passive voice.
"I am loved." = "Ich werde geliebt"
"This word is used." = "Dieses Wort wird verwendet."
Das Wort "will" heißt im Deutschen "werden", aber in der Bedeutung einer zukünftigen Handlung.
"I will fly to Paris." = "Ich werde nach Paris fliegen."
