1971 as this article was written decrease the fertility rate and from 1976 to199 it was constant with small increase in 1989.
The births are parallel to the total fertility rate in this time period. Decrease the births than decrease the total fertility rate and the other way round.
I think a factor of the sharp births in 1947 is the end of the Second World War, the better living conditions and that a lot of immigrants came to the USA.
A factor for the decrease in the sixties and seventies is the invention of the pill as a contraceptive.
