There are two sequels of the first matrix movie, Matrix Reloaded and Matrix Revolutions. Only if you take these three instalments as one big movie, you can say that Matrix is really a utopian or dystopian movie. Taken alone, one of the three movies can’t be really considered as a dystopian movie as it lacks several dystopian elements which are important and representative for a dystopian movie e.g. the conversation between Neo and the Architect of the matrix.
Also, it is hard to say whether The Matrix is a pure dystopian movie, or not.
It has utopian elements as well as dystopian elements.

Utopian elements:
The first version of the matrix was planned as a utopia. People did, however, not accept this perfect world. Quotation by the architect from Matrix Reloaded:
The first matrix I designed was quite naturally perfect; it was a work of art, flawless, sublime. A triumph equaled only by its monumental failure. The inevitability of its doom is apparent to me now as a consequence of the imperfection inherent in every human being. For the rebels the matrix itself is a utopia. They can do everything they want in the matrix and aren’t even bound to the rules of physics. They can also learn things like kung-fu or flying a helicopter by the push of a button
Dystopian elements:
In contradiction to the rebels, for the people, still living in the matrix, the matrix can be considered as a dystopia. But from the viewpoint of someone living in the matrix, the matrix may be a utopia, as it has some utopian aspects like freedom or the right to make choices, but these aspects are, in the end, just illusions.
