I am writing a scientific paper. I have problems with the grammar in my title though. When do I use by /due to /through.
The current title of the paper is:
Impacts on water resource management by private sector participation in water services.
is due to better, or through?

"by" is okay, but you probably want to use "impact" instead of "impacts." The plural of "impact" is only used to indicate physical impact, like repeated punches to the face or falling off of a cliff and bouncing down the slope.
