Personally I think the main point is that people have work and get their own income. Consequently people will be happier.
That is why I think that the government should create workplaces, and the situation will be better.
What it comes down to is that there are a lot of potentialities how can improve the situation.
I might be wrong but personally I think the government should act, because finally the situation will be better for government and for dwellers.
