The part below in quotations, "dagger thrusts in the back proceeded" -- that refers to Unger -- it is quoting someone who claims that Unger proceeded by stabbing people in the back, correct?

Man versuchte, das umstürzlerische Verbandsmitglied Carl Unger, das mit "Dolchstößen in den Rücken vorgehe" zu disziplinieren.

Yes, he's saying that Unger is a backstabber,
Also, "vorgehe" is a conjunctive, if you want to reflect that in your translation,

And thanks for pointing out the konjuntiv. I had not paid enough attention to it when I posted initially.

I believe the sentence is the author quoting a second person who is reporting a third person's speech.

So does this translation capture the meaning (even if not in graceful English)?

"...Association member Carl Unger, who with 'backstabbing was said to proceed'..."

"...Verbandsmitglied Carl Unger, das mit 'Dolchstößen in den Rücken vorgehe'..."

Yes, but it's the present conjunctive, so "is said" would fit better, IMO.
