I'm not sure I've got the correct English translation of vorhanden, or of the red highlighted phrase.

It is the outlook presently that you can resettle in Zürich in the next few days.

Variation, but the same basic meaning:

"Vorhanden" means "present" but not as in time but space or existence.
"Es ist die Aussicht vorhanden" is actually a noncommittal way of saying "it looks like". It's like saying "there is a chance but I'm not telling you how big it is"
