Seeking help to translate "Kulturratsbewegung"

Can the "council" part of "Kulturratsbewegung" be translated in the plural, so that Kulturratsbewegung = cultural councils movement ? 

Or is the correct translation of Kulturratsbewegung "cultural council movement" ? 

In German, would cultural councils movement be "Kulturrätsbewegung"?

Kulturratsbewegung here is "die Bewegung des Kulturrats", i.e. this is not Plural but genitive. So it would be translated as "cultural council movement".

As for the plural of Kulturratsbewegung, this would be Kulturrätebewegung.
