I'm a bit puzzled by "gedacht" in the below sentence. Does one of my two translations get it right?

So ausgewogen die Selbstverwaltungskonzeption von Karl und Max mit ihrer Balance von betrieblichem Unterbau und gesellschaftlichem Überbau, von praktischer Selbsttätigkeit der Arbeiterschaft und gesamtwirtschaflicher Koordination, von Basisnähe und Überschau auch gedacht war -- es drängt sich die Frage nach ihrer politischen Durchsetzbarkeit auf.
