I'm not sure about how to translate the bolded last sentence of this passage into English:

Wenn ich kurz bezeichnen soll, was zu solchen Dingen geführt hat, nun, es its eben der Mangel einer jeglichen Voraussicht, der Mangel eines Willens zur Voraussicht in dasjenige, was im Schöße der Gegenwart liegt als Entwickelungskeime der Zukunft. Nicht angeklagt -- bloß charakterisiert soll werden!

Literally: "Not accused/denounced -- merely characterized should be!"
___________________________________

Does the speaker mean

1) "One should not level accusations, but merely characterize."

OR

2) "This [the long sentence the speaker has just spoken] is not meant to accuse [anyone], but merely to characterize."

(A slightly different version of #2: "I do not mean to accuse, but merely to characterize.")

The sentence doesn't have a subject, so the subject must be present in the context.
