Not sure I have translated the bolded phrase correctly, especially the meaning of "der" here:

Die Schriftleitung merkte dazu an, eine Auseinandersetzung mit diesen Gedanken sei "Pflicht eines jeden, der fortschrittlichen Sinnes erkannt hat, daß wir endlich aus der Stagnation heraus müssen."

The leading article remarked that an engagement with these thoughts was "the duty of everyone who has recognized, out of the progressive spirit, that we must at last come out of stagnation."
