Another pronoun question

I am not clear on the pronoun in bold in this sentence:

Am 24. Juli 1917 übergab Ludwig Polzer-Hoditz seinem Bruder das eigens für diesen entworfene zweite Memorandum, am 26.7. fand er zudem Gelegenheit, den österreichischen Ministerpräsident Ernst von Seidler zu informieren.

I guess that "er" in "fand er zudem Gelegenheit...Seidler zu informieren" refers to Ludwig -- but I wonder if in fact er refers to "seinem Bruder". Can one know for sure? Or is the German sentence unclearly written?

As I explained in my previous post German usually works with a topic, so the general expectation here would be that it refers to Ludwig and not his brother.
