Kann man sagen : 

"... which was written in 1846, during the Victorian Era"  ? Oder sagt man in the Victorian  Era ? 

He obeys her command? 

He is not remarkeable handsome? 

He has black , wavy , long hair ? 
Müssen da so viele Kommas sein? 

There is nothing due to her appearance that would catch somebodies eye?

His appearance is contrasted to the appearance of X? Also im Sinne von sein Aussehen ist genau das gegenteil ( zum Beispiel der eine ist blond der andere dunkel)

He is a cold person ? His behaviour is cold and distant ? 

To amuse youself ?

to bring misery over other people? Ist das Denglisch? 

It is not nice for a woman to be called after a witch  who is an ugly and old woman .( also ich will sagen,  dass es nicht schön ist , als eine Hexe bezeichnet zu werden , da diese hässlich sind )

He appears out of the fog and he disappears in the fog?

Was bedeutet genau peculiar und wird es immer negativ verwendet?

Not controllable ? Gibt es dieses Wort

He obeys her command? - ja, das kann man sagen

He is not remarkeable handsome? - hier muss ein Adverb her: he is not remarkably handsome

He has black , wavy , long hair ? - Kommas und ich sind keine Freunde, aber da es eine Aufzaehlung ist, wuerde ich sagen ja.
Müssen da so viele Kommas sein? 

There is nothing due to her appearance that would catch somebody's eye? - ich bin unsicher, was du aussagen moechtest? Dass sie nicht besonders schoen ist? Falls ja, wuerde ich sagen: There is nothing so special about her appearance that would catch somebody's eye.

His appearance is contrasted to the appearance of X? Also im Sinne von sein Aussehen ist genau das Gegenteil ( zum Beispiel der eine ist blond der andere dunkel) - "his appearance is the opposite of X" wuerde ich sagen

To amuse yourself ? - hier braeuchte ich etwas mehr Kontext

to bring misery over other people? Ist das Denglisch? - auch hier bitte ein wenig mehr Kontext, es geht "over other people" oder "to other people" aber das kommt auf Kontext und Satzstellung an.

Was bedeutet genau peculiar und wird es immer negativ verwendet? - peculiar bedeutet seltsam oder sonderbar oder eigenbroetlerisch im Sinne von vom Charakter. Und ich kenne es nur im negativen Zusammenhang.

Not controllable ? Gibt es dieses Wort  - ja, oder einfach uncontrollable.

You can change it to "He has long, wavy black hair" if you want to take out a comma. Otherwise, yes, you need them both, though another better-sounding alternative would be "His hair is long, wavy, and black."
