*Wenn etwas allowed ist, heißt das, dass jemand es zulässt. "He will be allowed to afford a car" bedeutet also, dass jemand es zulassen wird, er sich ein Auto zu leisten. Ich glaube, du meinst eher, dass wenn er ein Job hast, dann wird er sich ein Auto leisten können.

*Wenn etwas allowed ist, heißt das, dass jemand es zulässt. "He will be allowed to afford a car" bedeutet also, dass jemand ihm erlauben wird sich ein Auto zu leisten₁. Ich glaube, du meinst eher, dass wenn er ein Job hat, dann wird er sich ein Auto leisten können₂.

1 - As far as I know "zulassen" doesn't allow you to specify the recipient and "erlauben" is almost always a valid choice for a sentence that contains "allow" in English.

2 - I didn't correct this, as I know a lot of native speakers who'd construct sentences like that. But the "dass wenn" construction is something you shouldn't use in writing (it just doesn't produce beautiful sentences).
I'd write this as: dass er sich ein Auto leisten kann, wenn er einen Job hat.
