The Tortilla Curtain – should the US pursue an open immigration policy?

History
Mexico became independent from Spain in 1822. Because of that there turned out conflicts about Texas what later leads to the Mexican - American war.
And Mexico lost a massive amount of its territory.
With the Gadsden – purchase in 1853 the new borderline was created.
Since the immigration boom in the ‘80s the USA began to take a strong line against illegal immigrants and started to build up fences along the border line.
Only parts of the 3000 km long borderline are fixed with a wall or a fence. Also natural conditions like the river Rio Grande were used to separate Mexico from the US.
After the terrorist attacks on 9. 11 the border was extended to defend terrorism.
The Secure Fence Act of 2006 signed by George W. Bush ordered building 1,100 km (700 miles) of physical barriers along the Mexico - United States border.
A few years later he signed an agreement which make it possible for illegal children from Central America to stay in the USA. But this made the situation of the immigration even worse and leaded to the “border crisis”. Within a few months more than 50.000 children wanted to immigrate to the US.

The two sides – hope and defense
Hopes:
What hopes do the migrants have?
The most migrants hope to find a better job, living conditions and education. Or they are seeking to be reunited with their family. Others flee because they are scared of the drug cartels, gang crime or general violence.
More and more migrants nowadays come from Guatemala, Honduras and El Salvador.
Even a lot of children go alone on the long and dangerous journey. Those children were called the unaccompanied.

Defense:
About 18.5 billion dollars were spent every year for the border security by the USA.
According to the US the main reasons for the strong border control are the blocking of terrorism, drug smuggling, human trafficking and infectious diseases. But also of smuggling arms from the USA to Central Amerika.
In November 2014 Obama made a new regulation about immigration to the US.
This includes on the one side temporary residence permit for 11 Million illegal immigrants but on the other side the employment of 20.000 new border agents’ and an improvement of the border fences on more than 1000 km.
What do they do to secure the border?
1.100 km of the border line have a border fence or wall which is sometimes just a barbed wire fence or vehicle barriers and sometimes a 5 meter high double fence or wall.
The other 1.900 km are without a boundary or run along the Rio Grande.
The border patrol uses cameras, helicopter, cars, radar stations and floodlight to discover illegal immigrants. They also use tracker dogs and even horses.

How they try to get over the border
Most times the refugees sign somebody on to bring them over the US border. This human trafficker are called coyotes. They take a lot of money for the trip but often rob the migrants, let them back alone in the dessert or even kill them.
If the migrants reach the border they mostly try to climb over the border on areas where it isn’t that secured. This is often in the dessert. They also cross the Rio Grande even though most of the migrants can’t swim. Sometimes they hide in cars and trailers or walk through tunnels under the border

Opinions of US citizens / Mexicans
US-Side:
The US citizens are split up like so many times.
One group is against the immigration. They make tea parties against immigrants and founded private militia for example called “Texas Border Volunteers”.
The others see the immigrants as their neighbors. They say the immigrants are rooted in the community and are important for the economy. Furthermore it is unchristian and un-American to deport the illegals. The supporters would welcome a more open immigration policy.
There are also aid agencies like „No More Deaths” which demand a reform of the immigration laws and give humanitarian aid.

Mexican – Side:
Sometimes the immigrants are disappointed in the situation in the US. They work, pay taxes and serve the military in the USA but don’t get supported by the government.
Their expectations of a better live haven’t fulfilled.
Nonetheless they be in favor for an open immigration policy of the US.

Conclusion (meine Meinung)
I personally think you have to differentiate in making judgements. On the one side there are people who seek refuge of violence and poverty.
Besides the USA is a land founded by immigrants and it is part of the American Dream that everybody can achieve his aims if he is just keen enough.
On the other side the US government just want to protect the US citizens of drugs and violence.
Nonetheless human rights organizations criticize the actions of the US government. Amnesty International for example blame them to use death to act as a deterrent because since 2000 more than 6000 people died by their try to cross the border.
It is very difficult to answer the question if the US should pursue an open immigration policy because nobody knows how the future will be.
But what I can say is there has to be done something very quickly because the current situation is unbearable.
