I have often read something like this "They still are bad". Is this correct or should it rather be "They are still bad"?

Das kann man ohne Kontext nicht genau bestimmen. In der Regel wäre die zweite Variante korrekt, aber es gibt Möglichkeiten, die eine Umstellung des Adverbs rechtfertigen. Das liegt daran, dass "are" ein Kopulaverb ist, und Kopulae doch noch etwas "besonderer" sind als normale Hilfsverben.

In the first version, the "still" is likely placed there for emphasis: They still are bad. They haven't gotten any better. Otherwise the second version is more natural.
