Hi there,
I have a question which is always irritated me in writing English
Passive voice, in some sentences are straightforward others I think bit complicated
e.g active voice in this case. It does work and passive voice is, work is done. It is simple and understood. Case. 2 is, it collects and passive voice, is to be collected... why not is collected instead of, To be collected, my question is, to be, is compulsory with some verbs in passive voice form if yes I would be grateful to teach some of them here

Nope, that's not the passive voice. The passive voice, as you suggested, would be "is collected".

The construction is really "is to + past participle" which is a modal construction stating somthing along the lines of must or should or is supposed to. In your example you have not the passive of the verb itself but the passive of this modal construction.

I'm afraid I don't quite agree with this, tiorthan. Quite simply because: Where is your "be"?
I say: It should sit before the past participle and together they form a passive infinitive. Said passive infinitive can be used with all kinds of modals and this is exactly what "be to do sth." is.

Oops, my mistake, I intended to write "is to + infinitive" but then mixed it up with the past participle used in forming the passive.
