This is a typical case of: Give us the whole sentence, please!
Used as a preposition, "according" should have the "to" or the "as to" at its side (so to speak).
BUT:
Theoretically, in your example the sentence
could be something along the lines of:
The teachers according the video probably haven't considered its possible negative influence on younger children.
In this case "according" would have been used as a
present participle and could stand without the "to". Of course, the meaning of the sentence would be completely different:
Die Lehrer, die das Video bewilligen/bewilligt haben, haben wahrscheinlich nicht seinen möglichen negativen Einfluss auf kleine Kinder bedacht.
I'm not saying that the above is a very probable use but it is possible: so, please give us the whole sentence next time!
