The Passive Voice

Hallo zusammen,

ich habe ein Problem bezüglich des Passives im Englischen. Der Satz heißt folgendermaßen und soll ins Passiv umgesetzt werden.

The county council had passed the plan for the new road two years ago.

Ich hätte jetzt auf folgende Lösung getippt, bin aber in keinster Weise sicher:

The plan from the new road had passed by the county council two years ago.

Das Passiv wird mit einer Form des Verbs be gebildet, nicht mit have.

The plan of the new road was passed by the county council two years ago.

or even better

The plan of the new road was approved by the County Council two years ago.

The capitalisation is optional, as it is a signal that the particular county council
which was mentioned before is referred to.
