verwendung von Zeitformen

Why did the author us the past progressive in the sentences;


He needed time to think. But that, too, was full of policemen. No, they were leaving?

and

He rode into the camp where a part of the fence was missing?


Gerade im zweiten Satz verstehe ich die Verwendung nicht. Nur weil das simple past verwendet wurde?

Imagine you are Tim. The robbers have sent you home, but they have told you that you must not say anything to your parents.

"Have sent" und "Have told" siganlisieren mir das present perfect. Aber warum dann nicht "have been sent" und have been told"?
Warum nicht einfach sagen "The robbers sent you home, usw.....usw?
