Kann man "as regards" so in einem Satz verwenden?

Nein. In deinem Beispiel muss es richtig heissen "With regards to the new contract...", aber sei mir nicht boese, selbst in dieser Version klingt der Satz extrem deutsch. Ich wuerde schreiben "I have some questions regarding the new contract".

Hi marvin,

da fällt mir doch spontan ein: "Antwortlich Ihres sehr geschätzten Gestrigen..."

Da geht - besonders in der Schriftsprache im business-Bereich - ja so einiges, aber nicht immer ist es wirklich schön.

Zu Deiner Frage habe ich bei Michael Swan: Practical English Usage, S. 172 folgendes gefunden:

"Focusing: regarding, as regards ...

These expressions are used to 'focus' attention - to announce what we are going to talk about. Regarding can come at the beginning of a piece of discourse; as regards usually announces a change of subject."

Demnach käme Dein Satz zwar in Frage, aber eben in einem bestimmten Kontext. Also davor über ein Thema gesprochen habend und von dort auf ein anderes Thema übergehend.
